Pennant Chase Program Problem

I received PXP for the Pennant Chase program in my last conquest game. I completed it a long time ago.
I went in and looked, and the box for Stage 2 is not checked. I have all 115 points, and the "Completed" stamp is on the icon in the Other Programs menu. Why am I still getting points for the repeatable mission?
Why? Why isn't the box checked? Why am I getting points for the repeatable when the program is complete? Am I missing something here?

I still receive mail at my home from the previous homeowners. Some of the names I don't even recognize so who knows how long it's been since they've lived there.
