Outfield not moving on a ball right in-front of them

What is up with this animation? The ball is hit about an inch in-front of the outfielder, he doesn't move and it one hops him. This seems to be happening a lot lately.

I've been complaining about this for months. And it's not just outfielders, it's infielders, too. Even highly rated fielders, so it's not like it's a handicap for bad fielders. Outfielders either don't move or take a step in the opposite direction they need to go. And infielders just stand there like statues. This happens whether fielding help is on or off. It's infuriating.
