Maybe I'm having a slow moment, but I don't understand Goal 3. "Surround the question mark hiding the person's identity."

I think there is a question mark in the center of it, assuming you just need to take all the territory around it

What?

There is dead space in the shape of "?", so for that mission you conquer all the spaces that surround that dead space. But, like it was already mention, it will be accomplished by the time you conquer all territories.
