Minor league options

Apologies if this has been addressed but does anyone know the reason many of the minor league players already have all 3 minor league options used up, or 2 out of 3 when they have never been to the big leagues, or only been up once?
This is very restrictive when trying to manage rosters.

by managing rosters on CPU roster control you could send down/call up without using options.
give it a try and experiment -

If I have a prospect on my 40-man roster and I option him to the minor leagues and he's there for 20 days, one of his options is used for that season. So, if he had 3 options available he now has 2 when the next season starts, yes?
I don't understand how it makes a difference whether I option him or the cpu options him to the minors. If the player meets the criteria, an option should be used, no? Thus, if players are starting with the wrong amount of options available (like the OP is claiming) then, from an organizational standpoint, you'll be forced into decisions about the player prematurely. Which is kind of troublesome if you're trying to develop a prospect for your future.

the setting allows more manual control, basically overriding the need for 3/3 option rule
doesn't eliminate the problem OP mentioned if CPU roster control setting is OFF
