Am I reading the yearly budget correctly?

Looking at my budget, I was looking for some clarification since I'm running into problems renewing contracts in the first year. Is my available budget $68.14M not money I have to spend still on contracts? Looking at my total revenue of $130M, minus the current salaries of my staff and players ($66.8M), shouldn't the remaining $61.2M be funds I can spend? I also don't understand why my salary meters on the right are full at only $45M. I get I am a small market team being the Diamondbacks, but it just seems like something isn't adding up to me. I would very much appreciate some clarification if possible. Thank you!

Nobody understands how budgets work in this game, including SDS. This video may be of some help, but the creator says he believes budgets are just broken.

Here's a workaround for this problem.
Trade/Sign a bunch of [censored] players with high value 1-year contracts. This will give you a huge amount of free budget for next year.
Renew all the contracts you want and then trade the bums away for some bats and a bucket of used balls.
