A pitcher with Outlier and a pitcher without who can still throw 102? Edwin Diaz All Star card throws 102 with no Outlier. I don't think he's the only one. So, basically he has it anyway? I'm confused.

A pitcher that has a 99 4sfb can hit above that, a player with the outlier quirk can do it more easily or consistently. I only know this from experience and I don’t claim to be any kind of expert. I have said this to people who complain about someone “cheating” because they had faced someone who threw 101mph with a pitcher that doesn’t have outlier.
I also think that outlier is too big of reason to say you would or wouldn’t use that pitcher.

Edit: I do believe a pitcher with outlier on the 4sfb can also hit 103. I know. It isn’t a big difference.

I feel like outlier makes the pitch warp more, making it seem faster but that’s just from what I’ve noticed. Might be placebo.

I don’t know. But I feel like not all 101s are the same. Nolan and Randy’s pitch speeds are like a level up than what you are actually on. So if your on HOF, their FB feel like Legend pitch speeds

Outlier means that its a "HEAVIER" fastball or breaking pitch. In a nutshell a little slight more omff.
