Velocity Attribute Inconsistency?

I'm wondering what the explanation is for this:
P3 Tarik Skubal - 99 Velocity - Actual in-game pitch speed tops out at 97 mph
P4 Billy Wagner - 90 Velocity - Actual in-game pitch speed tops out at 100 mph
P4 Reid Detmers - 80 Velocity - Actual in-game pitch speed tops out at 98 mphIs it possibly because Skubal throws harder off-speed pitches? So the overall Velocity attribute includes all pitches in their repertoire?
If that's the case, should I be looking more at the velocity of their fastest pitch, rather than overall Velocity?

You have to hold the left bumper down while pressing the triangle button simultaneously for max velocity.

What?? I know how to get max velocity, I'm comparing different players and looking for someone who can explain why certain pitchers with a higher velocity attribute don't throw as hard.

I am so glad you posted this, because I honestly never thought of it this way. Just assumed the 99 velocity was them being able to reach back and hit triple digits and didn't have much to do with their off speed stuff. Thank you.

Ok thanks. Then I think I'll reevaluate my pitchers.
To me, max velocity on their fastest 1 or 2 pitches is way more important than overall velocity.
In fact, I would rather a larger pitch speed difference so those guys with a faster top speed, but lower overall velocity (ex Wagner and Detmers) are better.
