New event restrictions

What am I not comprehending? The requirements are live series, faces of the franchise and fotf legends and flashbacks. Why are some legends and some flashbacks allowed and others aren't? What am I missing? Why is legend Michael young allowed for his breakout card but not the signature series card? I don't know what a fotf legends and flashbacks is. Is this a mistake?
