Equipment speed/stealing not working

With equipment I have roughly 12 extra speed. But in game there is no speed bonus, still says 33. Other stats appear to be somewhat working.

It is hit and miss. One game it works and then the next game it is gone. I also got the diamond speed boost for when stealing and it does not work
