PCI Display question

Ok, I know you can turn the PCI Display off in the game's settings and you won't see your PCI; but does that also turn it off in the display box in the lower corner for your opponent?

I just played someone whose PCI Feedback Display didn't show for the first 4 batters. Then it showed for the rest of the game.

Funny thing is I don't remember him, or I, pausing the game to where he could've changed it.
