Prospects

I only am noticing this because I'm an Orioles guy, but I'm wondering if others are seeing the same issue - Two of the O's major top prospects (almost always on the top 100s) are #2 Grayson Rodriguez and #3 or 4 DL Hall, and they're not in the game. Hard for me to understand how they didn't get at least everyone's top 10 prospects in.
Anyone else have this issue? It makes me not want to fire up Franchise. These guys should not only be in the game but should have face scans and everything.

Those guys may not have filled out the paperwork for their rights on time. Some other prospects like Gavin Lux weren't in the game at release, but I have since heard on here that he is now in. I haven't looked for myself though.

I'm pretty sure prospects who have only played in AA and above are in the game. Those are the only players they have the rights to.

Not true, Adley Rutschmann hasn't played in AA yet.

I've noticed this for years in franchise mode. I think other users are correct in that those players weren't included in the licensing agreement with the MLBPA. However, I've found that EA Sports usually (sometimes?) creates a similar player with a different name. Over the course of the season you may see those players created after live roster updates. However, that would not add them to your existing franchise. You would have to restart a franchise with the current live roster to get them.
