Since they started giving all 5 when you complete a division; what happens if you already completed that division prior to this happening?

I assume you'll have to start the map again and this time you'll get all 5 and gave an extra one?

Correct, unfortunately you have to either finish the map or restart it and next time you will get all 5. If you are currently working on the map any divisions you haven't finished you will get all 5 so you don't have to restart the map to get then from the divisions you haven't finished.
