Does it perhaps mean your team can’t make a trade? Do you have enough active players in each position, including minor league levels?

Oops meant to send this to cch25 .....
It's just one of the default answers to them not wanting to make the trade. I don't think they really have a problem the offer just isn't good enough. You'll notice you don't get that response if you make a better offer, often even slightly better.

It doesn’t let me trade when force trade is on in franchise tho

Put trade on manual. It will let you trade. I traded a minor leaguer for Dwight Evans and Willie Mays so it should let you
