How do you get the "Joe Random" banner?

There are a few strange banners and icons like that one that I see no way to get. They can be bought on the market but no copies are for sale. Not critical, but I'm interested as a completionist. Any ideas are welcomed. Thanks in advance.

If it’s anything like last year, some of those could be hidden in RTTS archetypes. Just a guess.

Well we have a whole bunch more inning programs and content to come since we are just 2 Months into the game, so most likely stuff like that will be in future programs and such.

They are definitely in the game already and have reveal dates. It doesn't appear that many have them to sell though. I like the previous poster's idea that it might be part of the RTTS path since I haven't played it.

Yeah I bought an icon earlier this year and it popped up in some program later. I am glad they have this stuff as buyable this year.
