What do the numbers under parallel's mean?

Example I go to Grady Sizemore's player card and then parallels. I have him Orange level 2. Under it says 3063/4780

Does that mean I was the 3063th person to get to level 2 out of 4780 total that have done it???

Trick is to find a card no one has on the 5th parallel yet. Closest i've come ia 88 Jose Berrios parallel level 4. I was 250th but that was weeks ago now.
