How do u get 102 fastball

Played ranked vs dude that has his rp with 102 fastball an like a 70s change lol. Just curious if its a matter of 4 diamond velocity perks or some kinda level process in rtts

This is not a RTTS question.
However, in RTTS I have a 50 Velocity and an Archetype (forgot which one, not the base Velocity one), and I can occasionally hit 101mph on the gun. I am usually hitting 97-100.
