So is RTTS somewhat locked to online only?

Do I need to be online to play RTTS? I tried playing during server mantainence, I could play but all the programs to unlock player perks were unavailable because DD was down. Anyone know a work around? I might just go back to 20.

RTTS is garbage. If you’re lucky enough to not receive it yet and can get a refund do it. They have ruined it.
