Does Cali hitting stage 3 mean a return for streams?

Now that we’ve hit stage 3 here, and San Diego is not on the watchlist for counties with an uptake in cases, will we be seeing a return to streams? (Like 5th inning boss reveal) It would be great timing with 99’s dropping, so I imagine if they can do it they will, but I’m not sure on the companies policy
