I have about 300k and the only teams I need are the ones with 90+ guys. Which ones should I complete first. Nats and Mets for NL East, Dodgers and Rockies for NL West, Yankees for AL East, or man up and do the Angels first, then save up for Astros.

I did the Angels first and I'm currently working on the Astros. It depends which cards will help your team. I'm doing the AL west because the rewards are 88 Doolittle, 94 Billy Wagner, and 92 Nolan Ryan. 3 of them will make my team +Trout and maybe Verlander once I get him.
