I used skubs for first time an was only throwing 97 it felt half the time. I hit 105 once with hunter green which i thought was crazy.
Anyone know for sure

Or control - common pitchers dotting or nibbling just off the corners consistently.

Fatigue affects velocity. Once a pitcher goes to yellow their velocity drops, once they go to red it drops more and once they have no energy it drops more. I think there is a perk that affects fatigue, is it called workhorse? Can't remember.

Tell that to the cpu

You should be able to see it in the card details.

Beyond that there is the outlier quirk which can increase the speed of the fastballs.

Hunter Greene Summer card throws a 99 fastball and he has Outlier 1 quirk which will increase the speed of that to over 100

Skubal (Summer Series) also has a 99 4-seam but he does not have the Outlier Quirk on that pitch so 99 is the max. He does have Outlier 2 which affects his secondary pitch which is the sinker. So he will throw the sinker for more velocity than Greene
