You never know what packs are getting added as a Program reward or hidden in a Conquest map. I've been caught in many a mid-flip that way.

However, I'd say at least one if not both will be required for the retro lightning player. Was Carlos Santana the first retro lightning last year? I think he required all the pack spotlight cards from April.
