Is this a glitch or did I just face a cheater?

I have just started playing online after a long time just playing RTTS. My question is because I played someone and during the game, everything went at normal speed, except when I pitched. By this I mean as soon as I released the ball the game would go into super slow motion. By super slow I mean you could almost see the frame by frame movement of the pitcher, and actually count the stiches on the ball and see the rotation.
As soon as the batter began to swing everything went back to normal speed. Is this a glitch or just someone cheating? This is the first time I have ever seen this. I don't mind that I lost, and I knew I would because I was only playing my second game, and my opponent had played over 500. That and because I kind of suck at hitting. I can pitch very well and can play defense, so at the end of the day I only lost 4-1 and was not unhappy with anything except my chasing pitches at times.
If it is a glitch no big deal, and I will just remember it going forward, but if it is cheating is there a way to counter this? I won't waste my time reporting because I know they won't actually do anything.

It's just lag compensation. Your pitch isn't actually any slower on your opponents end

Ok. I was hoping that was the answer. The other guy played clean and considering how much better his roster was I am thankful I kept it close.
