This isn't what he's referring to. He's talking about making RTTS or CAPs switch pitchers.

What happens with a switch hitter? When it was first implemented you chose whether to throw leftie or rightie, but it bugged out.

It forces the hitter to the side they are worse. So if the switch hitter is better as a lefty, the switch pitcher will be select to throw lefty, forcing the hitter to the right side.
